Norton 360 is a total pain in the ass when it comes to its plugins. It adds anti fishing and "identity safe to every browser known to man. This is great if you surf sites that are going to pull crap, but if you've ever had this Norton plugin, you know that it's annoying and slows stuff down.
The most annoying part of it is, if you disable it in the Firefox add-ons, unlike every other Firefox add-on it doesn't stay disabled. The next time you launch Firefox the annoying toolbar is back.
Here's how to get rid of it:
01 Open the run dialog (Win+R) and type %appdata%\Mozilla\Firefox\Profiles.
02 Look for the folder that has the .default extension and open it.
03 Open the run extensions.rdf and type with an app like Notepad ++.
04 Look for these two lines and delete them:
<RDF:li RDF:resource="urn:mozilla:item:{BBDA0591-3099-440a-AA10-41764D9DB4DB}"/>
<RDF:li RDF:resource="urn:mozilla:item:{2D3F3651-74B9-4795-BDEC-6DA2F431CB62}"/>

Next time you launch Firefox it should be gone.
